The National Investigation Agency (NIA) has filed a chargesheet against one more accused in a case linked to efforts by the banned CPI (Maoist) organisation to revive its influence in northern India.
The accused, Vishal Singh alias Suraj, a resident of Mathura in Uttar Pradesh, has been charge sheeted under Section 121A of the Indian Penal Code and Sections 18, 20, 38 and 39 of the Unlawful Activities (Prevention) Act. He is the second individual to be charge sheeted in the case registered as RC-01/2023/NIA-LKW.
Earlier, in February, the NIA had charge sheeted Ajay Singhal alias Aman for alleged involvement in coordinated attempts by CPI (Maoist) leaders, cadres and over-ground workers to re-establish the outfit&rsquo;s presence in the northern regional belt, including Uttar Pradesh, Uttarakhand, Delhi, Punjab, Haryana and Himachal Pradesh.
According to investigators, Vishal Singh spent nearly 10 days in the Chhakarbandha and Pachrukhiya forest region, where he trained Maoist cadres in handling and operating a drone he had brought with him. The probe also revealed that he participated in meetings with senior CPI (Maoist) leaders, including Pramod Mishra alias Sohan Da and Sandeep Yadav alias Rupesh Ji, a central committee member of the Bihar-Jharkhand Special Area Committee.
In a separate development, a special NIA court has convicted two more accused in the Lucknow Al-Qaeda terror conspiracy case. Mohd Mustaqueem and Shakeel, both residents of Lucknow, were found guilty under Section 25(1B)(a) of the Arms Act read with Section 120B of the IPC.
The court sentenced both convicts to 20 months of imprisonment and imposed a fine of ₹5,000 each. Earlier, on October 30, 2025, another accused, Mohammad Moid, was convicted in the same case.
The case relates to the arrest of members of the banned Al-Qaeda terror organisation. Investigations had revealed that an Al-Qaeda operative, Umar Halmandi, was involved in radicalising and recruiting youth in Uttar Pradesh for the Al-Qaeda in Indian Subcontinent (AQIS) module, with plans to carry out terror activities ahead of Independence Day in 2021.
