<p><strong>Bhubaneswar</strong>: In a gruesome crime that has sent shockwaves across Odisha, a man out on bail for raping a minor has been arrested for murdering the same victim and dismembering her body. The accused, identified as Kunu Kissan, meticulously planned the heinous act to prevent the survivor from testifying against him in court, police revealed on Wednesday.</p>
<p>Kissan, who was jailed for raping the minor in Sundargarh district last August, was released on bail in December 2022. On December 7 this year, the family of the 19-year-old filed a missing person report with Jharsuguda police after the girl, who had been staying with her aunt in Jharsuguda town, disappeared.</p>
<p>Superintendent of Police Parmar Smit Parshottamdas explained that CCTV footage showed the victim traveling on a motorcycle with two individuals whose faces were obscured by helmets. Leveraging advanced AI technology, police traced Kissan to Sundargarh. Upon interrogation, Kissan confessed to the murder, admitting that he had been plotting the act since his release.</p>
<p><strong>Chilling Execution</strong><br>The accused lured the girl to a desolate stretch along National Highway 143, where he slit her throat with a sharp knife. He then disposed of her dismembered body parts at Tarkera Nali and Balughat in the Brahmani River, investigators said.</p>
<p>With assistance from the Odisha Disaster Rapid Action Force (ODRAF), police launched an exhaustive search operation. After hours of combing through the Brahmani River, authorities recovered several body parts, including the victim&rsquo;s head.</p>
<p>Kissan&rsquo;s motive stemmed from his fear of conviction if the survivor testified in court. Police revealed he went to great lengths to obscure his identity, including altering his motorcycle registration to execute the plan.</p>
<p><strong>Murder Planned Over Months</strong><br>The victim, who had known the accused for years, had reported the rape last year to Dharuadihi police. Kissan had harbored the intent to silence her permanently since his bail release, police disclosed. His associate, who allegedly aided him in the crime, has also been arrested, and further investigations are ongoing.</p>
<p>This brutal murder has reignited calls for stringent bail reforms, particularly in cases involving heinous crimes. Authorities are now probing the systemic failures that allowed the accused to carry out such a calculated and horrific act despite prior incarceration.</p>
