Two intellectually disabled brothers, aged nine and thirteen, from Moradabad district in Uttar Pradesh, were allegedly subjected to horrific physical and sexual abuse at a boarding school in Dehradun. Police have arrested 29-year-old Monu Pal a caretaker from Ghazipur, Uttar Pradesh, in connection with the case.
The children were enrolled at the institution in April. The abuse came to light when their mother visited them last Friday. She took them to a friend's office, where the boys reportedly broke down and revealed they had been raped, beaten, and burned with cigarettes. A complaint was immediately filed with the local police. According to the mother's statement, the accused used cigarette burns to threaten the boys into silence.
Superintendent of Police (Dehradun City), Pramod Kumar, said a case has been registered under Sections 64(2) (rape) and 115(2) (causing hurt) of the Bharatiya vyaya Sanhita (BNS), along with provisions of the Protection of Children from Sexual Offences (POCSO) Act.
Police interviewed the boys with help from translators arranged by the Child Welfare Committee (CW with support from the State Commission for Protection of Child Rights (SCPCR). Medical tests have be conducted, and experts were brought in to interpret the children's communication due to their intellec disabilities.
CCTV footage obtained during the investigation reportedly shows the accused brutally assaulting the children with punches, kicks, and elbows. Dr Geeta Khanna, Chairperson of the Uttarakhand Child Rights Protection Commission, expressed deep concern over the incident. She announced plans to direct district magistrates to inspect all hostels, especially those accommod&auml;ting children with special needs, and to introduce uniform care standards. "How we live in our homes is our choice, but how we care for other people's children cannot be left to individual will. There must be strict, enforceable standards," she said.
Dr Khanna also stated that medical assessments will be conducted to determine whether the boys' intellectual disabilities are genetic in origin, and treatment will be arranged if necessary.
The investigation remains ongoing, and authorities have assured that all necessary measures are being taken to protect the wellbeing of children at the institution.
