India-EU FTA: Goyal and Sefcovic Reaffirm Commitment to Conclude Deal by 2025, Expand Scope to Innovation, Mobility, and Resilience

In a renewed push towards deepening bilateral economic ties, India and the European Union have reaffirmed their commitment to conclude a comprehensive Free Trade Agreement (FTA) by the end of 2025. The announcement came following high-level discussions between India&rsquo;s Commerce and Industry Minister, Piyush Goyal, and the European Commissioner for Trade and Economic Security, Maros Sefcovic, in Brussels this week.
The leaders underscored their shared ambition to deliver a "commercially meaningful" and "mutually beneficial" trade pact that reflects the strategic importance of the India-EU relationship in a changing global economic order. The next round of negotiations is scheduled for 12&ndash;16 May in New Delhi, marking a continuation of monthly negotiations and sustained virtual engagement that have characterised the re-energised talks since June 2022.
Strategic Reset After Years of Dormancy
Negotiations on the India-EU FTA&mdash;originally launched in 2007&mdash;remained stalled for nearly a decade, primarily due to disagreements over tariff reductions, intellectual property rights, and regulatory convergence. However, shifting geopolitical dynamics, supply chain disruptions post-pandemic, and the global recalibration following U.S. tariff realignments under President Donald Trump have driven both sides to the negotiating table with renewed urgency.
The strategic direction was notably reinforced earlier this year when the College of EU Commissioners visited New Delhi, culminating in a joint commitment by Prime Minister Narendra Modi and European Commission President Ursula von der Leyen to finalise the deal by 2025. Leyen described the prospective agreement as &ldquo;the largest deal of this kind anywhere in the world.&rdquo;
From Tariffs to Technology: Broadening the Agenda
Unlike traditional FTAs focused heavily on tariff lines, the current negotiations are aiming for a forward-looking architecture that encompasses a broader economic partnership. Goyal emphasised that the discussions are now centred not only on tariff reduction but also on enabling innovation, enhancing competitiveness, and fostering people-to-people mobility.
&ldquo;We reaffirmed our shared commitment to conclude negotiations by the end of 2025,&rdquo; said Goyal, following the Brussels meeting. &ldquo;Our focus is on enhancing market access, promoting trusted and diversified supply chains, and deepening our partnership to drive the growth of our economies.&rdquo;
Sefcovic echoed the sentiment, noting, &ldquo;We are making solid headway towards a balanced, mutually beneficial deal. The EU deeply values its partnership with India, and we are committed to taking it to the next level.&rdquo;
India has also been vocal in pressing for regulatory alignment and the removal of non-tariff barriers (NTBs), which it views as critical to unlocking true market access. In its official statement, the Indian side called for &ldquo;inclusive and proportionate&rdquo; regulatory frameworks that do not become trade-restrictive in practice.
Mobility and Investment at the Forefront
In a marked departure from earlier rounds, the present phase of talks includes robust discussions around labour mobility, especially easing visa norms for Indian professionals in the IT, engineering, and healthcare sectors. Investment facilitation, a key priority for both sides, has also entered the spotlight, with negotiators exploring mechanisms to protect and promote cross-border capital flows.
This is particularly relevant as European firms look to de-risk supply chains and diversify away from over-reliance on Chinese manufacturing. India, in turn, sees the EU as a high-potential destination for goods, services, and skilled talent.
&ldquo;The future agreement will be a transformative pillar of the broader India-EU strategic partnership,&rdquo; said Goyal on X (formerly Twitter). &ldquo;It will support regulatory cooperation and foster innovation and competitiveness on both sides.&rdquo;
Implications for Indian Industry and EU Trade Strategy
For Indian industry, especially in sectors like pharmaceuticals, textiles, automotive, and IT services, the FTA offers potential access to a vast market of over 450 million consumers. Tariff reduction in areas such as automobiles and alcohol&mdash;longstanding points of contention&mdash;remains under intense discussion but signals of flexibility have begun to emerge.
For the EU, an FTA with India aligns with its evolving trade doctrine, which now increasingly emphasises &ldquo;open strategic autonomy.&rdquo; As Brussels recalibrates its global trade footprint post-Brexit and amid U.S.&ndash;China trade tensions, India has emerged as a critical partner in its Indo-Pacific outreach.
Industry stakeholders on both continents are watching closely. &ldquo;If concluded well, this agreement can become the gold standard for modern trade pacts,&rdquo; said a senior representative of the Confederation of Indian Industry (CII). &ldquo;But it must be fair, forward-looking, and mutually enabling.&rdquo;
The Clock Is Ticking
With only 18 months left on the clock and multiple complex chapters still under negotiation, the road to a finalised India-EU FTA is anything but straightforward. Yet, the tone and tempo of this week&rsquo;s high-level engagement suggest a seriousness of purpose rarely seen in previous iterations.
Both New Delhi and Brussels seem aware that the window of opportunity is narrow&mdash;and the global stakes are high. As the EU navigates elections in 2024 and India readies for its next economic phase, delivering the FTA may just prove to be one of the most consequential outcomes of their evolving partnership.
