Iraq&rsquo;s Independent High Electoral Commission has announced the final results of the November 11 parliamentary elections, confirming a strong performance by Prime Minister Mohammed Shia' Al-Sudani&rsquo;s political coalition but leaving no bloc with an outright majority.
At a televised press conference, the commission released the complete vote tally, noting only slight adjustments from the preliminary figures. 
According to the final count, Al-Sudani&rsquo;s Reconstruction and Development Coalition won 46 seats in the 329-member Council of Representatives. 
It was followed by former Prime Minister Nuri al-Maliki&rsquo;s State of Law Coalition with 29 seats, and former Parliament Speaker Mohammed al-Halbousi&rsquo;s Taqaddum (Progress) Alliance with 27 seats.
The results strengthen Al-Sudani&rsquo;s position ahead of negotiations to form a ruling coalition, a process now necessary due to the absence of a majority bloc.
The Coordination Framework, an alliance of Shiite factions, convened its first post-election meeting on Monday. 
In a statement, the group said it &ldquo;has signed off on forming the largest parliamentary bloc, which includes all of its entities.&rdquo; 
It added that the newly formed bloc will nominate the next prime minister.
In a separate development, the Iraqi Federal Supreme Court ruled on Monday that the government must assume caretaker status following the end of the outgoing parliament&rsquo;s term. 
Under caretaker rules, the government is restricted to essential day-to-day operations and is barred from making long-term decisions such as signing treaties, approving loan contracts, or appointing senior officials.
The country&rsquo;s president will continue in office until the new parliament is formally constituted.
