While the optics suggest a shift in tone, seasoned Kremlin-watchers are left questioning the sincerity and strategic timing behind these gestures.
The ceasefire, brief and largely symbolic, lasted just 30 hours, with both sides accusing the other of breaching it. Yet its declaration on the eve of Orthodox Easter gave Putin the stage to appear conciliatory without making material concessions. Now, by floating the possibility of direct talks with Zelensky, Putin once again moves ahead of the multilateral process where Russia has been largely sidelined.
The Kremlin has so far avoided engagement in the broader negotiations mediated by the United States and Saudi Arabia, where Ukraine has the backing of several European nations. Instead, Putin has turned the spotlight on bilateral dialogue&mdash;an approach that grants Moscow more control over the narrative and sidelines Western mediators.
This strategic repositioning comes shortly after U.S. Special Envoy Amos Witkoff&rsquo;s quiet, one-on-one meeting with Putin in Moscow last week&mdash;a meeting confirmed by senior officials but not publicly detailed. While the Kremlin portrays its renewed interest in peace talks as a goodwill gesture, insiders familiar with the negotiations suggest that the offer was prompted by increasing American pressure. The Trump administration, facing domestic and international fatigue over prolonged war funding, has made clear its frustration with the lack of progress. Trump, too, has warned of pulling U.S. support unless meaningful movement is seen within days.
In an interview aired by Russian state media on April 21, Putin claimed Moscow remains open to peace initiatives and criticised Kyiv for what he implied was an inconsistent approach. "We have always said we are positive about peace initiatives. We hope the Kyiv regime will reciprocate," he said. Kremlin spokesperson Dmitry Peskov later clarified that Putin was referring to bilateral talks, including discussions on halting strikes on civilian infrastructure.
Zelensky, for his part, reiterated Ukraine&rsquo;s willingness to pursue any discussions aimed at stopping attacks on civilians. Ukrainian envoys will meet with representatives from the U.S., U.K., and France to review Washington&rsquo;s ceasefire roadmap and explore terms for a sustainable de-escalation. However, Putin&rsquo;s new call for bilateral talks threatens to undercut the collective leverage built by the Western bloc.
For now, Putin&rsquo;s intentions remain murky. Is he signalling genuine interest in peace, or simply attempting to recast Russia as the reasonable actor while stalling for time? With the frontlines stabilising and neither side achieving a decisive breakthrough, Putin may be recalibrating his strategy&mdash;less out of goodwill, and more to reassert control over the diplomatic tempo.
What&rsquo;s clear is that by re-entering the discourse with a unilateral initiative, Putin has changed the tone of the discussion, if not yet its trajectory. Whether this will result in meaningful progress&mdash;or merely serve as a temporary smokescreen&mdash;will depend on how Kyiv and its allies navigate the fine balance between diplomacy and deterrence in the coming days.
