The Game of Brinkmanship

What&rsquo;s at Stake?
For the US, a tough stance offers potential gains, including strengthened trade positions and political capital with voters who favor protectionism. For Canada, the stakes are higher. It must defend its sovereignty and economic stability while avoiding an escalation that could harm both nations.
