Bengaluru, India&rsquo;s Silicon Valley, is facing an unprecedented water crisis due to rapid urbanization, population growth, and poor water management. In response, the Bangalore Water Supply and Sewerage Board (BWSSB) has imposed fines for using drinking water for non-essential purposes. However, this short-term measure does not address the root causes of the crisis: lack of local water reservoirs, failure to revive old water bodies, and improper use of treated sewage water for industrial use.
The Extent of the Water Crisis
Bengaluru's water demand far exceeds its supply. The city requires approximately&nbsp;2,632 million liters per day (MLD)&nbsp;of water, yet it has access to only&nbsp;1,850 MLD. Of this,&nbsp;1,460 MLD&nbsp;is sourced from the Cauvery River, while&nbsp;1,372 MLDcomes from rapidly depleting groundwater reserves. Bengaluru&rsquo;s heavy reliance on groundwater has led to over-extraction, causing&nbsp;over 6,000 of the city's 14,000 borewells to dry up. Borewells, once reliable sources, now require drilling as deep as&nbsp;800-900 feet, compared to&nbsp;150-200 feet&nbsp;just two decades ago.
Compounding the crisis is&nbsp;Bengaluru&rsquo;s rapid population growth. From 8.5 million in 2011, the city&rsquo;s population is projected to reach&nbsp;14.4 million by 2025, increasing the strain on existing water resources. Despite being spread over&nbsp;800 square kilometers, Bengaluru lacks a local water source, relying entirely on the Cauvery River and rainwater. The city receives around&nbsp;66,400 hectare meters (23.45 thousand million cubic feet, TMC)&nbsp;of rainwater annually, but&nbsp;830 MLD is lost due to evapotranspiration. Without effective water conservation strategies, Bengaluru will continue facing severe shortages.
Impact of Poor Water Management
One of the major contributors to the crisis is the&nbsp;disappearance of Bengaluru&rsquo;s lakes and water bodies. The city once had&nbsp;1,452 water bodies and 80% green cover&nbsp;in the 1800s; today, only&nbsp;193 water bodies and less than 4% green cover&nbsp;remain. Encroachment and unchecked urbanization have shrunk the natural reservoirs that once played a crucial role in groundwater recharge.
Furthermore,&nbsp;treated sewage water is not being effectively repurposed for industrial use. Instead, industries and commercial establishments continue to rely on freshwater sources, further straining the supply. Instead of addressing these core issues, BWSSB has resorted to fines, a move that does little to provide a sustainable solution.
Current Water Sources and Storage Levels
Bengaluru&rsquo;s primary water source, the&nbsp;Cauvery River, is located&nbsp;90 km away&nbsp;from the city, requiring costly and energy-intensive pumping. Additionally,&nbsp;major reservoirs such as Krishnaraj Sagar (KRS) and Kabini have only 20% of their total capacity left, barely enough for one season. The&nbsp;total domestic demand of 1,890 MLD exceeds the available supply, forcing reliance on borewells and private water tankers. Last year&rsquo;s&nbsp;18% deficit in monsoon rainfall, the lowest since 2015, further depleted the city&rsquo;s reservoirs.
The Flawed Solution: Fines on Non-Essential Water Use
In an attempt to conserve water, BWSSB has imposed fines on non-essential water use under&nbsp;Sections 33 and 34 of the Bangalore Water Supply and Sewerage Act of 1964. The restrictions prohibit using drinking water for&nbsp;vehicle cleaning, kitchen gardening, construction, decorative fountains, and road cleaning. Violators face fines starting at&nbsp;₹5,000, increasing for repeat offenses. While this initiative may slightly reduce wastage, it fails to address the larger issue: how to&nbsp;increase water availability through better conservation and management.
Sustainable Solutions
Instead of penalizing residents, Bengaluru needs&nbsp;long-term, structural solutions&nbsp;to combat its water crisis.
1.&nbsp;Reviving and Protecting Water Bodies
Authorities must focus on&nbsp;restoring and maintaining Bengaluru&rsquo;s lakes and reservoirs. This includes&nbsp;removing encroachments,&nbsp;desilting lakes, and&nbsp;creating buffer zones&nbsp;to prevent further degradation. A well-maintained water body can significantly enhance groundwater recharge and reduce reliance on external sources.
2.&nbsp;Creating Local Water Reservoirs
Developing&nbsp;localized water storage facilities&nbsp;can help reduce dependence on the Cauvery River. Rainwater harvesting should be mandatory for large residential complexes, government buildings, and industries to create decentralized reservoirs that can be used in times of crisis.
3.&nbsp;Utilizing Treated Sewage Water for Industrial Use
Industries and construction projects should be mandated to use&nbsp;treated sewage water instead of freshwater. Currently, Bengaluru generates a substantial amount of&nbsp;sewage water that can be repurposed, but only a small fraction is being utilized effectively. Large-scale implementation of wastewater treatment plants can significantly ease the burden on freshwater resources.
4.&nbsp;Reducing Evaporation Losses
Since&nbsp;half of Bengaluru&rsquo;s rainwater evaporates, advanced techniques like&nbsp;floating solar panels on reservoirs, afforestation, and urban wetlands&nbsp;can help reduce evaporation and increase water retention.
5.&nbsp;Enforcing Strict Groundwater Regulations
To curb over-extraction, the government must regulate borewell drilling and encourage&nbsp;community-based groundwater recharge programs. Incentives should be provided for&nbsp;rainwater harvesting systems in households&nbsp;to replenish underground reserves.
6.&nbsp;Public Awareness and Behavioral Changes
Residents must be educated on&nbsp;water conservation techniques&nbsp;through public campaigns. Simple changes, such as reusing water for toilet flushing and gardening, can make a substantial difference. For example, an average family in Bengaluru uses&nbsp;150 liters of water daily for flushing. Recycling this water can save&nbsp;4,500 liters per household&nbsp;every month.
