In a significant step towards judicial digitisation, the Kerala High Court will operationalise an e-filing system across 57 jails from July 1, enabling prisoners to file appeals and legal applications online.
Until now, inmates relied on physical documents sent through jail authorities to reach the court. Chief Justice Nitin Jamdar, observing the continued use of paper filings, initiated the move towards a tech-enabled system.
Following meetings between the High Court Registrar-General and officials from the Prisons and Correctional Services Department, two Standard Operating Procedures (SOPs) were developed &mdash; one by the Kerala State Legal Services Authority (KeLSA) and another by the High Court&rsquo;s IT Directorate.
The KeLSA SOP standardises the role of legal service lawyers and document transmission. The IT Directorate&rsquo;s SOP guides prison officials on using the Case Management System (CMS) for filing appeals.
With CMS login credentials already distributed to all 57 jails, the system is set for a July 1 launch, marking a major milestone in improving legal access for incarcerated individuals.
