Finnish President Alexander Stubb was among the first to voice his disapproval, stating bluntly, &ldquo;There&rsquo;s no way in which we can have discussions or negotiations about Ukraine, Ukraine&rsquo;s future, or European security structure, without Europeans.&rdquo; He called on Europe to &ldquo;get its act together&rdquo; and move beyond rhetoric to concrete action.
European Council President Ant&oacute;nio Costa echoed this sentiment, reaffirming Europe&rsquo;s unwavering support for Ukraine. &ldquo;We will continue to stand shoulder to shoulder with Ukraine in the negotiations, providing security guarantees, in reconstruction, and as a future member of the European Union.&rdquo;
Costa&rsquo;s remarks underscore growing concerns that Washington&rsquo;s unilateral approach could weaken Europe&rsquo;s influence over the continent&rsquo;s security architecture. Zelenskyy&rsquo;s Warning: A New Era of Transatlantic Relations?
Ukrainian President Volodymyr Zelenskyy, speaking before Kellogg&rsquo;s announcement, had already warned European leaders to brace for a different approach under the Trump administration. &ldquo;Yesterday here in Munich, the U.S. vice president made it clear&mdash;decades of the old relationship between Europe and America are ending. From now on, things will be different, and Europe needs to adjust to that,&rdquo; he cautioned.
Zelenskyy also reiterated the need for a European military, a proposal that has long been debated but never fully realized. &ldquo;We can&rsquo;t rule out the possibility that America might say &lsquo;No&rsquo; to Europe on issues that threaten it. Despite his claim that he could end the war in &ldquo;24 hours,&rdquo; former President Trump has not provided a clear strategy for doing so. Past statements have hinted at linking continued U.S. military aid to Ukraine with access to its rare earth minerals, a move that Kyiv has so far resisted. Treasury Secretary Scott Bessent reportedly presented a similar arrangement to Zelenskyy during a recent visit to Kyiv, which the Ukrainian leader declined to sign.
Kellogg, too, refrained from offering specific details on the Trump administration&rsquo;s peace framework when pressed in Munich, further deepening uncertainty about the U.S. endgame.
Russia&rsquo;s Position: A Waiting Game
Moscow has yet to formally react to Kellogg&rsquo;s remarks, but the Kremlin has previously expressed a preference for direct negotiations with Washington over the war&rsquo;s resolution.
