Drone Diplomacy and Deterrence: Russia, Ukraine to Resume Peace Talks in Istanbul Amid Intensified Strikes

As the war between Ukraine and Russia grinds through its third year, both nations are set to resume direct peace talks in Istanbul, Turkey, on Monday, 2 June 2025. This marks only the second such meeting since the start of the full-scale invasion in 2022 and follows a weekend of sharply escalating military activity on both sides.
Despite the scheduled negotiations, the battlefield has seen an unprecedented surge in hostilities. In one of Kyiv's boldest operations to date, Ukrainian forces launched a sweeping long-range drone strike deep inside Russian territory, damaging or destroying over 40 aircraft, including Tu-95 and Tu-22M3 strategic bombers and A-50 airborne early warning systems. Ukrainian President Volodymyr Zelensky revealed that 117 drones were deployed in this coordinated operation, some reportedly operated by personnel embedded within Russia across three time zones. The strike dealt a significant blow to Russia&rsquo;s long-range strike capabilities, with Ukrainian officials claiming that over a third of Russia&rsquo;s strategic cruise missile carriers stationed at affected airbases were hit.
The renewed round of diplomacy will see Ukrainian Defence Minister Rustem Umerov lead Kyiv&rsquo;s delegation, while Kremlin aide Vladimir Medinsky will head the Russian side. Sunday&rsquo;s escalation was not limited to the Ukrainian offensive. Russian forces launched one of the lengthiest and most extensive missile and drone assaults in recent months. Air raid sirens rang out for over nine hours across Ukrainian cities, with strikes hitting both military and civilian infrastructure. At least 12 people were killed at a Ukrainian military training facility, prompting the resignation of Ground Forces Commander Mykhaylo Drapatyi &mdash; a rare public fallout in Ukraine&rsquo;s military hierarchy.
Meanwhile, western Russia also witnessed infrastructure attacks, with explosions collapsing two bridges and derailing trains in separate regions. Moscow&rsquo;s Investigative Committee has opened criminal investigations, officially labelling the incidents as terrorist attacks. The strikes, which reportedly killed seven and injured dozens, suggest that the war is increasingly spilling across borders and into Russian domestic space &mdash; physically and psychologically.
The upcoming Istanbul talks follow the first round of discussions held on 16 May, which resulted in a major prisoner exchange but little substantive progress toward a ceasefire or political resolution. The current moment presents a paradox: even as both sides agree to return to the negotiating table, they are simultaneously escalating on the battlefield in what appears to be a strategic gambit &mdash; to improve their respective bargaining positions through military pressure.
Complicating the landscape is the emerging involvement of external powers. Ahead of the talks, Russian Foreign Minister Sergei Lavrov and US Secretary of State Marco Rubio are believed to have spoken about the prospects of settling the conflict. While public messaging remains guarded, such dialogue signals that major global actors are positioning themselves behind the scenes to influence the shape and substance of any future settlement.
As the war continues to evolve through drone warfare, sabotage operations, and long-range strikes, the Istanbul talks on Monday may serve less as a path to peace than as a barometer of intent. Whether the negotiations yield a breakthrough or become another symbolic checkpoint in a drawn-out conflict, they unfold under the shadow of an intensifying battlefield where the cost of delay is measured in lives, cities, and geopolitical fracture lines.
