<h3 data-start="776" data-end="822">Kerala Declares End to Extreme Poverty</h3>
In a landmark announcement on Kerala Formation Day, Chief Minister Pinarayi Vijayan declared that Kerala has become India&rsquo;s first state to eradicate extreme poverty, marking a milestone in the state&rsquo;s decades-long focus on social welfare and inclusive development.
Speaking in a special session of the state assembly on November 1, Vijayan said, &ldquo;We have implemented what we had promised. Kerala has successfully eliminated extreme poverty.&rdquo; The declaration, he said, was not merely symbolic, but the outcome of a four-year effort that directly addressed the needs of the most marginalized.
<h3 data-start="1442" data-end="1500">From Vision to Reality: The 2021 Poverty Project</h3>
The Extreme Poverty Alleviation Project, launched in 2021, was designed to identify and support the poorest families in the state through targeted welfare initiatives. Ground surveys identified 64,006 families comprising 1,03,099 individuals as living in extreme poverty. These households were then integrated into a comprehensive social support network focused on food, housing, healthcare, and livelihood access.
According to Local Self-Government Minister M.B. Rajesh, the programme was inspired by a NITI Aayog study that found Kerala had India&rsquo;s lowest poverty rate at just 0.7%.
&ldquo;We understood that it was important to reach out to this population, however small it is, and meet their needs as part of a dedicated programme,&rdquo; Rajesh said. &ldquo;Ground-level surveys were done in the first phase to identify such families based on indicators like access to food, health, housing and livelihood.&rdquo;
The government claims the results are now visible, with no family in the state remaining below the extreme poverty line.
<h3 data-start="2562" data-end="2606">Opposition Calls It a &lsquo;Pure Fraud&rsquo;</h3>
However, the announcement was met with sharp criticism from the Congress-led United Democratic Front (UDF), which accused the ruling LDF government of misleading the public.
Leader of Opposition V.D. Satheesan termed the chief minister&rsquo;s claim as &ldquo;pure fraud&rdquo; and &ldquo;in contempt of House rules,&rdquo; leading the opposition to stage a walkout from the assembly session.
&ldquo;So, we cannot join in that and are completely boycotting the session,&rdquo; Satheesan said.
Responding to the criticism, CM Vijayan countered, &ldquo;By &lsquo;fraud&rsquo;, the UDF is referring to its own behaviour. We only say what we can implement. We have implemented what we had said. That is our reply to the opposition leader.&rdquo;

Despite the political clash, Kerala&rsquo;s claim of eradicating extreme poverty underscores its legacy as a social development model for the rest of India. With consistent investment in health, education, and local governance, the state continues to top national indices on human development.
While independent verification of the claim may follow, Kerala&rsquo;s declaration, true or contested, has already&nbsp;sparked a wider debate on poverty measurement and welfare delivery across the country.
