With Tahawwur Rana&rsquo;s extradition now in motion, India is positioned to sharpen its case linking Pakistan-based handlers and agencies to the 2008 Mumbai terror attacks.
India has long maintained that Lashkar-e-Taiba (LeT) orchestrated the attacks with backing from Pakistan&rsquo;s Inter-Services Intelligence (ISI). Despite multiple dossiers submitted over the years, Pakistan has officially denied involvement. Now, Rana's trial and interrogation may further expose the terror plot&rsquo;s infrastructure.
Rana, a Pakistani-origin Canadian national and former military doctor, was named by his longtime friend David Coleman Headley (aka Daood Gilani) during court testimony. Headley, who conducted surveillance ahead of the attacks, deposed before a special Mumbai court via video link in 2016.
According to Headley, Rana facilitated his cover by approving the opening of a First World Immigration Services office in Mumbai. The office served as a front for Headley&rsquo;s reconnaissance of targets attacked during 26/11.
The National Investigation Agency (NIA) had earlier charge-sheeted Rana for providing logistical, financial, and material support to Headley and LeT operatives. FBI records also note that Rana was aware of LeT's terror links and helped Headley obtain documents and visas needed for operations in India.
A 2013 FBI statement said Rana, post-arrest, admitted that LeT was a terror organization and that Headley had attended LeT training camps multiple times between 2002 and 2005. Headley traveled to India five times for surveillance leading up to the 2008 attacks, which killed 166 and injured hundreds more.
The FBI also outlined how, in 2006, Rana and Headley discussed opening the immigration office in Mumbai to serve as a base for covert surveillance. Rana allegedly advised Headley on documentation and helped establish the front.
Though Rana was acquitted of direct involvement in the 26/11 attacks by a US court, his trial revealed an intricate support role tied to known LeT operatives. He was convicted for aiding a separate terror plot targeting a Danish newspaper that had published cartoons of Prophet Muhammad.
His extradition to India now opens the door for fresh testimony and legal proceedings, possibly deepening international accountability for the 26/11 attacks.
