The Department of Land Resources (DoLR) has announced the launch of the second phase of its capacity-building initiative under the NAKSHA (National Geospatial Knowledge-based Land Survey of Urban Habitations) programme, aimed at making land records modern, transparent, and easily accessible.
With India&rsquo;s urban population projected to surpass 600 million by 2031, the NAKSHA programme seeks to address the urgent need for high-accuracy, technology-enabled land surveys. The programme leverages advanced geospatial tools to ensure reliable and verifiable land data.
The first phase of training, which involved 160 master trainers from participating states and union territories, concluded last month.
The second phase will be inaugurated virtually on Monday by Manoj Joshi, Secretary of the Department of Land Resources under the Ministry of Rural Development. As part of this phase, 304 officers from 157 Urban Local Bodies (ULBs) have been selected for a week-long hands-on training, starting Tuesday.
The training will be conducted across five Centres of Excellence:

Officers will receive practical training in modern geospatial techniques such as GNSS and ETS-based surveys, Web-GIS applications, land parcel mapping, and the legal-administrative framework required for accurate land record management.
The NAKSHA initiative is being implemented in collaboration with the Survey of India, NICSI, MPSeDC, and the five Centres of Excellence. As a pilot, it currently covers 157 ULBs across 27 states and 3 union territories, laying the groundwork for a transformative shift in urban land governance.
