The Ministry of Labour and Employment has announced that first-time employees registered with the Employees&rsquo; Provident Fund Organisation (EPFO) will begin receiving direct financial benefits under the PM Viksit Bharat Rozgar Yojana (PM-VBRY) starting August 1.
Renamed from the earlier Employment-Linked Incentive (ELI) Scheme, PM-VBRY has been allocated a substantial outlay of ₹99,446 crore, and aims to generate over 3.5 crore jobs over two years.
Under the scheme, eligible first-time employees earning up to ₹1 lakh per month will receive a direct incentive of ₹15,000, disbursed in two instalments:

₹7,500 after completing six months of continuous service
</li>
<li style="font-family: georgia, palatino, serif; font-size: 12pt;" data-start="1168" data-end="1271">
₹7,500 after 12 months of service and successful completion of a financial literacy programme
</li>
</ul>
To encourage saving habits, a portion of the incentive will be locked into a deposit instrument for a fixed period, accessible at a later date.
<h3 data-start="1422" data-end="1455">Boost for Employers Too</h3>
In addition to employee benefits, PM-VBRY provides financial incentives to employers hiring new workers, especially in the manufacturing sector.
For each eligible new hire (salary up to ₹1 lakh), employers will receive:

Up to ₹3,000 per employee per month, for a period of two years
</li>
<li style="font-family: georgia, palatino, serif; font-size: 12pt;" data-start="1762" data-end="1846">
For manufacturing companies, the incentive will extend to three and four years
</li>
</ul>
To qualify, EPFO-registered companies must show sustained employment growth by hiring:

<li style="font-family: georgia, palatino, serif; font-size: 12pt;" data-start="1937" data-end="2008">
At least 2 new employees (if the current workforce is under 50)
</li>
<li style="font-family: georgia, palatino, serif; font-size: 12pt;" data-start="2009" data-end="2082">
At least 5 new employees (if the current workforce is 50 or more)
</li>
<li style="font-family: georgia, palatino, serif; font-size: 12pt;" data-start="2083" data-end="2142">
Employment must be maintained for at least six months
</li>
</ul>
<h3 data-start="2144" data-end="2171">Payment Mechanism</h3>

Employees will receive funds via Direct Benefit Transfer (DBT) through the Aadhaar-based ABPS system
</li>
<li style="font-family: georgia, palatino, serif; font-size: 12pt;" data-start="2285" data-end="2362">
Employers will be paid directly into their PAN-linked bank accounts
</li>
</ul>
The scheme will be applicable for jobs created between August 1, 2025, and July 31, 2027. It is projected to benefit around 1.92 crore first-time entrants into the Indian workforce.
The government envisions the scheme as a transformative step in formal job creation, promoting long-term employment stability, financial inclusion, and economic growth.
