Chief Minister Rekha Gupta on Tuesday presented her government&rsquo;s first Budget in the Delhi Assembly, unveiling a historic outlay of ₹1 lakh crore, marking a 31.5% increase from the previous year. 
The Budget focused on women&rsquo;s welfare, infrastructure, healthcare, public transport, and development initiatives, with a significant rise in capital expenditure to ₹28,000 crore.
Major Announcements and Key Highlights:
Empowerment of Women: Mahila Samridhi Yojana (MSY)

<li class="MsoNormal">The government allocated ₹5,100 crore for the Mahila Samridhi Yojana, under which eligible women will receive ₹2,500 per month as financial assistance.</li>
<li class="MsoNormal">The scheme fulfills a key poll promise made by the BJP and Prime Minister Narendra Modi before the Assembly elections.</li>

Ayushman Bharat Health Scheme Extended to Delhi

<li class="MsoNormal">The Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) has been implemented in Delhi.</li>
<li class="MsoNormal">₹2,144 crore allocated for healthcare services under this scheme.</li>
<li class="MsoNormal">Delhi government has decided to provide a top-up of ₹5 lakh, in addition to the existing ₹5 lakh from the Centre, taking total health coverage to ₹ 10 lakh per beneficiary.</li>
<li class="MsoNormal">The decision to implement Ayushman Bharat was taken in the first cabinet meeting of the new government.</li>
</ul>
Women&rsquo;s Free Travel: Smart Card System for DTC Buses

Welfare for Farmers &amp; Rural Development

<li class="MsoNormal">₹20 crore earmarked for senior citizen associations to clear pending dues and increase grants.</li>

Security &amp; Digital Governance

<li class="MsoNormal">50,000 new CCTV cameras to be installed across the city to enhance women&rsquo;s safety.</li>
<li class="MsoNormal">₹30 crore allocated for an Integrated Command &amp; Control Centre to monitor public complaints and improve governance.</li>

Air &amp; Water Quality Monitoring

<li class="MsoNormal">12 new air monitoring towers and 32 water quality monitoring centres to be set up in the city to track pollution and improve environmental standards.</li>
</ul>
Boost to Child and Maternal Care

<li class="MsoNormal">₹210 crore allocated for pregnant women&rsquo;s nutrition.</li>
<li class="MsoNormal">500 new Anganwadis to be opened, with ₹50 crore earmarked.</li>
<li class="MsoNormal">₹206 crore set aside for upgrading 1,000 existing Anganwadis.</li>
<li class="MsoNormal">Sakhi Niwas Yojana announced to expand working women&rsquo;s hostels from 14 to 16.</li>
</ul>
In Critical Mode
While presenting the Budget, CM Rekha Gupta took multiple jibes at the previous government, accusing it of focusing on publicity over governance. She termed the previous administration an &ldquo;advertisement government&rdquo;, alleging that more funds were spent on hoardings and promotions than on development schemes.
Criticizing the former CM&rsquo;s refusal to implement Ayushman Bharat, Gupta stated, &ldquo;The previous government stalled the scheme for political reasons, depriving Delhiites of essential healthcare benefits.&rdquo;
She further alleged mismanagement in various government institutions, stating, &ldquo;Delhi Jal Board, DTC, and many other institutions were pushed into financial distress under the previous government. The days of corruption and inefficiency are over now.&rdquo;
