The Gujarat government&rsquo;s staffing architecture is grappling with prolonged recruitment cycles and deep vacancies across crucial departments, with a new assessment indicating that administrative bottlenecks are slowing public service delivery across the state.
The latest report of the Gujarat Administrative Reforms Commission (GARC) reveals that recruitment timelines now stretch well beyond a year in major agencies. GPSC selections initiated in 2023&ndash;24 recorded a weighted average cycle of nearly 470 days, from advertisement to final recommendation while GPSSB processes averaged around 390 days. High application volumes, staggered exams, answer-key reviews and lengthy document checks continue to slow down the system.
A major drag, the report notes, is document verification. Despite partial digitisation, verification is not fully integrated with national certificate repositories, forcing multi-tier physical scrutiny and increasing the risk of discrepancies emerging late in the process. The issue is compounded by internal shortages, including more than 50% vacancies among GPSC board members, which has slowed Class-1 interview scheduling.
Gujarat&rsquo;s vacancy backlog is sharply concentrated in key service departments. Panchayat and Rural Development alone accounts for 45% of all sanctioned posts, while the Home Department holds 25%. Critical shortages persist in frontline cadres, teachers, health workers and police personnel each carrying 4&ndash;7% vacancy ratios that weaken field-level service continuity.
Structural challenges further complicate hiring. Fragmented requisition patterns, outdated Recruitment Rules that in some cases date back decades, and duplicated examinations for similar posts across departments have burdened recruitment agencies with an unsustainable exam load. Taken together, the findings point to a system under strain, where delays, manual processes and legacy frameworks are restricting the state&rsquo;s ability to fill essential posts efficiently.
