Gujarat&rsquo;s recruitment machinery continues to buckle under slow digital platforms, fragmented systems and heavy manual verification practices, according to the latest findings of the Gujarat Administrative Reforms Commission. The report paints a picture of a hiring ecosystem where server overloads, low exam capacity and outdated verification methods repeatedly push recruitment timelines far beyond acceptable limits.
A key concern is the state&rsquo;s Online Job Application System, which often crashes during peak traffic, leaving thousands of applicants unable to access call letters or alerts. Many candidates end up depending on unofficial channels for updates. The report also highlights that computer-based test centres across Gujarat can accommodate fewer than 10,000 applicants per shift forcing recruitment bodies to stretch exam schedules over weeks. Several colleges decline to host exams, citing low compensation and inadequate infrastructure, further restricting capacity.
Despite efforts toward digitisation, the process remains deeply fragmented. Candidates still juggle multiple platforms two OJAS portals and the Integrated Application Scrutiny System uploading the same documents repeatedly. Verification continues to be labour-intensive, involving four levels of scrutiny that require physical documents and officer-level sign-offs. Agencies handling in-person checks process up to 400 candidates a day, completing attendance logs, document forms and preference sheets manually.
Major authentication gaps persist, especially for caste, EWS, health and educational certificates, which are not consistently linked to DigiLocker or Aadhaar. Caste validation alone can take six months, leading to delays, disputes and even cancellation of provisional appointments when certificates are later deemed invalid. The report notes recurring cases of forged educational documents that force agencies into lengthy cross-checks with institutions. Overall, the findings underline how partial digitisation, system duplication and manual scrutiny are collectively slowing down Gujarat&rsquo;s ability to fill critical government vacancies.
