The Ahmedabad Municipal Corporation (AMC) is preparing to move ahead with the demolition of the Hatkeshwar flyover, following fresh interest shown by four firms in a recently issued short-term tender valued at Rs 9.31 crore. The final decision is now pending approval from the Standing Committee and the Roads and Buildings Committee.
Erected between 2015 and 2017 at an expenditure of Rs 34 crore, the bridge was opened to the public in 2017 but had to be shut down in 2022 due to significant structural degradation. The construction was carried out by Ajay Engineering Infrastructure Pvt Ltd (AEIPL), under a one-year defect liability clause, and managed by project consultant SGS India Pvt Ltd. Both firms were later blacklisted after investigations uncovered grave construction flaws.
Issues with the flyover first surfaced in March 2021 when cracks began to appear. By May that year, a report confirmed concerns about workmanship. Subsequent assessments, including tests conducted by three private labs and evaluations by experts from IIT Roorkee and SVNIT, validated the structural weaknesses.&nbsp;
A three-member panel later compiled a conclusive report highlighting serious lapses such as low cement content, improper water-cement ratio, carbonation in concrete, and porous surfaces &mdash; all of which affected the bridge&rsquo;s durability and load-bearing capacity.
AMC Commissioner M Thennarasan officially declared the flyover&rsquo;s demolition on April 15, 2023, following the final report. Four municipal officials were suspended in connection with the case, and departmental action was initiated against four more. An FIR was also filed against eight personnel from the contractor and consultant firms, citing charges under IPC sections 120(B), 406, and 420.&nbsp;
The corporation has also resolved to recover both demolition and future reconstruction costs from the involved contractor.
The civic body had earlier issued three tenders for the demolition but received no bids. A fourth call, quoting a base cost of Rs 51.7 crore, drew a solitary bid from a Rajasthan-based firm amounting to Rs 118 crore. A five-member committee rejected this after a technical review, leading AMC to reissue the tender at a significantly reduced estimate of Rs 9.31 crore.
Although the revised tender initially failed to attract participants, four companies have now come forward under the latest short-term process. &ldquo;The tender for the demolition and reconstruction of the Hatkeshwar flyover bridge was cancelled, and a new tender was issued for the work at a cost of only Rs 9.31 crore. Initially, no company showed interest. Subsequently, a short-term tender was issued, and four companies have shown interest. The tender process is ongoing. Once finalised and approved by the Standing Committee, the demolition of the Hatkeshwar flyover will commence,&rdquo; said a municipal official associated with the bridge project.&nbsp;
The AMC is now in the final stages of evaluation, and once the required committee nods are secured, the dismantling work is expected to begin.
