Recently, the education department has decided to change the menu of meals provided under midday meal scheme by issuing a new circular. According to the new circular, the breakfast provided to children of government primary schools along with midday meal has been stopped. As per the resolution of the Education Department, it has been instructed to implement the new menu from 01/09/2024. Collectors of all districts have been urged to ensure that quality midday meals are provided to school students by using the prescribed daily ration for the children of Class 5 and Class 6 to 8 from Balwatika and the material cost fixed by the State Government including the additional amount under Susuposhi Gujarat Mission. According to the resolution made by the Education Department in the year 2017, the children of the state from Kindergarten to Class-8 were given breakfast including sukhdi, pulses, mixed dal, usal in the weekly menu along with lunch. By changing this menu, as per the new circular, only lunch will be given to children. Due to this, 28 lakh children of the state will not be able to get breakfast along with lunch. તાજેતરમાં શિક્ષણ વિભાગે નવો પરિપત્ર કરીને મધ્યાહન ભોજન યોજના હેઠળ અપાતા ભોજનનું મેનુ બદલવાનો નિર્ણય કર્યો છે. નવા પરિપત્ર મુજબ સરકારી પ્રાથમિક શાળાના બાળકોને બપોરના ભોજન સાથે આપવામાં આવતો નાસ્તો બંધ કરવામાં આવ્યો છે. શિક્ષણ વિભાગના ઠરાવમાં જણાવ્યા મુજબ 01/09/2024થી નવા મેનુનો અમલ કરવા સૂચના આપવામાં આવી છે.
બાલવાટિકાથી ધોરણ 5 અને ધોરણ 6થી 8ના બાળકો માટે નિયત કરેલા દૈનિક જથ્થાનો અને સુપોષિત ગુજરાત મિશન હેઠળની વધારાની રકમ સહિતની રાજ્ય સરકારે નિયત કરેલ મટીરિયલ કોસ્ટનો ઉપયોગ કરી શાળામાં વિદ્યાર્થીઓને ગુણવત્તાયુક્ત બપોરનું ભોજન મળે તે માટે તમામ જિલ્લાના કલેક્ટરોને સુનિશ્ચિત કરવા તાકીદ કરવામાં આવી છે.&nbsp;
શિક્ષણ વિભાગે વર્ષ 2017માં કરેલા ઠરાવ મુજબ રાજ્યના બાલવાટીકાથી લઈને ધોરણ-8 સુધીના બાળકોને બપોરના ભોજન સાથે અઠવાડિક મેનુમાં સુખડી, કઠોળ, મિક્ષ દાળ, ઉસળ સહિતનો નાસ્તો આપવામાં આવતો હતો. આ મેનુમાં બદલાવ કરીને નવા પરિપત્ર મુજબ બાળકોને માત્ર બપોરનું ભોજન આપવામાં આવશે. તેના કારણે રાજ્યના 28 લાખ બાળકોને બપોરના ભોજન સાથે નાસ્તો મળી શકશે નહી. શિક્ષણ વિભાગે 28 ઓગષ્ટ 2024ના રોજ ઠરાવ કરીને 1 સપ્ટેમ્બર 2014થી તેનો અમલ કરવા તમામ શાળાઓમાં પરિપત્ર કર્યો છે. &nbsp;
કુપોષિત બાળકો સાથે રાજ્ય સરકારનો અન્યાયઃ ડો. મનીષ દોશી
કોંગ્રેસના મુખ્ય પ્રવક્તા ડો.મનીષ દોશીએ જણાવ્યુ કે, બાલવાટિકાથી લઈને ધોરણ-8 સુધીના બાળકોને પોષણ મળે તે માટે બપોરના ભોજન સાથે નાસ્તો આપવાનો નિર્ણય કરાયો હતો. રાજ્ય સરકારે અચાનક મેનુ બદલીને બપોરના ભોજન સાથે નાસ્તો બંધ કરતાં કુપોષિત બાળકો સાથે અન્યાય કર્યો છે. કુપોષિત બાળકોની સંખ્યામાં ગુજરાત દેશમાં આગળની હરોળમાં છે તેવા સમયે રાજ્ય સરકારનો આ નિર્ણય કુપોષિત બાળકો માટે અન્યાયકર્તા છે. તેથી નવુ મેનુ રદ કરીને જૂના મેનુ પ્રમાણે બપોરના ભોજન સાથે નાસ્તો આપવો જોઈએ. હવે બપોરના ભોજનમાં જ કેલરીયુક્ત ખોરાક આપવામાં આવશે&nbsp;
પીએમ પોષણ યોજનાના સંયુક્ત સચિવ કે.એન. ચાવડાએ જણાવ્યુ કે, બાળકોના ભોજનમાં શાકભાજીનું ઇન્ટેક વધે તેવો સરકારનો હેતુ છે. સુપોષિત ગુજરાત મિશન હેઠળ શાકભાજી તથા અન્ય કેલરીયુક્ત ખોરાકના પૈસા વધારે છે. આદિજાતિ વિસ્તારના 11.50 લાખ બાળકોને સવારે દૂધ પણ આપવામાં આવે છે. બાળકો એક ટાઇમ વધારે સારૂ જમી શકે તેમજ સંચાલકો અને &nbsp;હેલ્પરનાં કામના કલાકો જળવાઈ રહે તે માટે આ નિર્ણય કરાયો છે. નાસ્તો અને જમવાની જે અલગ અલગ કેલરી મળતી હતી તેને મર્જ કરી હવે બપોરના ભોજનમાં કેલરીયુક્ત ખોરાક આપવામાં આવશે.
મધ્યાહન ભોજન યોજનામાં કેન્દ્ર સરકારનો 75 ટકા હિસ્સો
રાજ્યમાં મધ્યાહન ભોજન યોજના વર્ષ 1984માં શરૂ થઈ છે. મધ્યાહન ભોજન યોજનામાં રાજ્ય સરકારનો 25 ટકા તથા કેન્દ્ર સરકારનો 75 ટકા હિસ્સો છે. સરકારી, ગ્રાન્ટેડ અને પંચાયતી સંસ્થા સંચાલિત પ્રાથમિક તેમજ ઉચ્ચ પ્રાથમિક શાળાઓમાં મધ્યાહન ભોજનની જોગવાઇ છે.
દેશ વ્યાપી &lsquo;રાષ્ટ્રીય પોષણ માસ&rsquo;નો ગાંધીનગરથી પ્રારંભ કરાયો
એક તરફ રાજ્ય સરકારે નવો પરિપત્ર કરીને સરકારી પ્રાથમિક શાળાઓમાં મધ્યાહન ભોજન યોજના હેઠળ બપોરના ભોજનમાં અપાતો નાસ્તો બંધ કર્યો છે. ત્યારે કેન્દ્ર સરકારે દેશ વ્યાપી &lsquo;રાષ્ટ્રીય પોષણ માસ&rsquo;નો ગાંધીનગરથી પ્રારંભ કરવામાં આવ્યો હતો. 1 થી 30 સપ્ટેમ્બર સુધી દેશભરમાં ચાલનારા &lsquo;રાષ્ટ્રીય પોષણ માસ&rsquo; કેન્દ્રીય મહિલા અને બાળ વિકાસ મંત્રી અન્નપૂર્ણા દેવીના હસ્તે પ્રારંભ કરાયો હતો. મહાત્મા મંદિરમાં યોજાયેલા સમારોહમાં મુખ્યમંત્રી ભૂપેન્દ્ર પટેલ, મહિલા અને બાળ વિકાસ ભાનુબેન બાબરિયા સહિતના મહાનુભાવો જોડાયા હતા. કુપોષણ અને એનિમિયા નિવારણ માટે દર વર્ષે સપ્ટેમ્બર માસમાં &lsquo;રાષ્ટ્રીય પોષણ માસ&rsquo;ની ઉજવણી વર્ષ 2017-18 થી શરૂ કરવામાં આવી હતી.

गुजरात के सरकारी प्राथमिक विद्यालयों में मध्याह्न भोजन योजना के तहत मध्याह्न भोजन और नाश्ता उपलब्ध कराया जाता था। हालांकि, राज्य सरकार ने नया सर्कुलर जारी कर बच्चों को सिर्फ मिड-डे मील उपलब्ध कराने का फैसला किया है. जबकि 2017 के सर्कुलर के अनुसार भोजन के साथ नाश्ता देना बंद कर दिया गया है. हाल ही में शिक्षा विभाग ने एक नया सर्कुलर जारी कर मध्याह्न भोजन योजना के तहत मिलने वाले भोजन के मेन्यू में बदलाव करने का फैसला किया है. नए सर्कुलर के मुताबिक सरकारी प्राइमरी स्कूलों के बच्चों को दोपहर के भोजन के साथ मिलने वाला नाश्ता बंद कर दिया गया है. शिक्षा विभाग के संकल्प के अनुसार नये मेनू को 01/09/2024 से लागू करने का निर्देश दिया गया है. सभी जिलों के कलेक्टरों से आग्रह किया गया है कि बालवाटिका से कक्षा 5 और कक्षा 6 से 8 तक के बच्चों के लिए निर्धारित दैनिक राशन और अतिरिक्त राशि सहित राज्य सरकार द्वारा निर्धारित सामग्री लागत का उपयोग करके स्कूली छात्रों को गुणवत्तापूर्ण मध्याह्न भोजन उपलब्ध कराया जाए। सुसुपोशी गुजरात मिशन के तहत। शिक्षा विभाग द्वारा वर्ष 2017 में किये गये संकल्प के अनुसार राज्य के किंडरगार्टन से कक्षा-8 तक के बच्चों को दोपहर के भोजन के साथ साप्ताहिक मेनू में सुखड़ी, दाल, मिश्रित दाल, उसल सहित नाश्ता दिया जाता था. नए सर्कुलर के मुताबिक इस मेन्यू में बदलाव करते हुए बच्चों को सिर्फ दोपहर का खाना दिया जाएगा. इससे राज्य के 28 लाख बच्चों को दोपहर के भोजन के साथ नाश्ता नहीं मिल पायेगा. शिक्षा विभाग ने इसे 1 सितंबर 2014 से लागू करने के लिए सभी स्कूलों को 28 अगस्त 2024 को एक सर्कुलर जारी किया है. कुपोषित बच्चों के साथ राज्य सरकार का अन्याय : डाॅ. मनीष दोशी कांग्रेस के मुख्य प्रवक्ता डॉ. मनीष दोशी ने कहा कि किंडरगार्टन से कक्षा-8 तक के बच्चों को पोषण प्रदान करने के लिए दोपहर के भोजन के साथ नाश्ता देने का निर्णय लिया गया। राज्य सरकार ने अचानक मेन्यू में बदलाव कर और मध्याह्न भोजन के साथ नाश्ता बंद कर कुपोषित बच्चों के साथ अन्याय किया है. ऐसे समय में जब गुजरात कुपोषित बच्चों की संख्या में देश में पहले स्थान पर है, राज्य सरकार का यह निर्णय कुपोषित बच्चों के साथ अन्याय है। इसलिए नये मेनू को रद्द कर दोपहर के भोजन के साथ पुराने मेनू के अनुसार नाश्ता दिया जाये. अब सिर्फ दोपहर के भोजन में कैलोरीयुक्त भोजन दिया जाएगा पीएम पोषण योजना के संयुक्त सचिव के.एन. चावड़ा ने कहा कि सरकार का लक्ष्य बच्चों के भोजन में सब्जियों का सेवन बढ़ाना है. सुपोश गुजरात मिशन के तहत सब्जियों और अन्य उच्च कैलोरी वाले खाद्य पदार्थों को अधिक पैसा दिया जाता है। आदिवासी इलाकों के 11.50 लाख बच्चों को सुबह का दूध भी दिया जाता है. यह निर्णय इसलिए लिया गया है ताकि बच्चे एक बार और अच्छा खाना खा सकें और संचालिकाओं व सहायिकाओं के काम का समय बना रहे. नाश्ते और दोपहर के भोजन में मिलने वाली अलग-अलग कैलोरी को मिलाकर अब दोपहर के भोजन में कैलोरी युक्त भोजन दिया जाएगा। मध्याह्न भोजन योजना में 75 फीसदी हिस्सेदारी केंद्र सरकार की राज्य में मध्याह्न भोजन योजना वर्ष 1984 में शुरू की गयी थी. मध्याह्न भोजन योजना में राज्य सरकार की हिस्सेदारी 25 फीसदी और केंद्र सरकार की हिस्सेदारी 75 फीसदी है. सरकारी, अनुदानित और पंचायत संस्था द्वारा संचालित प्राथमिक और उच्च प्राथमिक विद्यालयों में मध्याह्न भोजन उपलब्ध कराया जाता है। देशभर में 'राष्ट्रीय पोषण माह' की शुरुआत गांधीनगर से हुई एक ओर जहां राज्य सरकार ने सरकारी प्राथमिक विद्यालयों में मध्याह्न भोजन योजना के तहत मध्याह्न भोजन में नाश्ते की व्यवस्था बंद करने का नया सर्कुलर जारी कर दिया है. उस समय केंद्र सरकार ने गांधीनगर से देशव्यापी 'राष्ट्रीय पोषण माह' की शुरुआत की थी. देशभर में 1 से 30 सितंबर तक चलने वाले 'राष्ट्रीय पोषण माह' का शुभारंभ केंद्रीय महिला एवं बाल विकास मंत्री अन्नपूर्णा देवी ने किया। महात्मा मंदिर में आयोजित समारोह में मुख्यमंत्री भूपेन्द्र पटेल, महिला एवं बाल विकास विभाग भानुबेन बाबरिया सहित गणमान्य लोग शामिल हुए। कुपोषण एवं एनीमिया की रोकथाम के लिए वर्ष 2017-18 से प्रत्येक वर्ष सितम्बर माह में 'राष्ट्रीय पोषण माह' मनाने की शुरूआत की गई।
