Heavy rain and strong winds from former Typhoon Bualoi have claimed at least 12 lives in central Vietnam before the storm weakened into a tropical depression over Laos on Monday.
The storm caused widespread damage across several provinces, tearing roofs off homes, destroying schools and power lines, sweeping away temporary bridges, and flooding low-lying roads. 
Submerged vehicles brought traffic in cities to a standstill, while many highland communities were cut off from essential services.
Authorities reported that nine of the fatalities occurred in Ninh Binh province, where houses collapsed under the force of powerful winds. 
Rescue operations are ongoing to locate 17 fishermen who remain missing at sea.
By Monday morning, the storm&rsquo;s center was near Nghe An province in Vietnam, with winds reaching up to 74 kph (46 mph), before weakening into a tropical depression as it moved into Laos.
In preparation for the storm, Vietnam had grounded its fishing fleets and suspended operations at four coastal airports.
