US President Donald Trump has once again chosen protectionism over pragmatism. His administration has raised the H1B visa fee to an astonishing $100,000 (about ₹88 lakh) per employee. The move has stirred anxiety across India&rsquo;s IT and software industry, yet the irony is that the real damage may be inflicted on America itself.
The intent behind the hike is to preserve local jobs and reduce dependency on foreign workers. But the ground reality is far harsher: America simply does not produce enough skilled manpower in the crucial fields of Science, Technology, Engineering and Mathematics (STEM). According to official projections, by 2025 as many as three million new jobs are expected to be created in STEM sectors. Yet, only one million local skilled workers will be available. That leaves a gaping shortage of two million posts, which can only be filled by foreign talent.
Tech giants such as Microsoft, Apple, Meta and Google depend heavily on highly qualified overseas professionals. Without them, innovation and growth will stall. The US government&rsquo;s own statistics reveal that of the 36 million people employed in STEM-related fields, nearly half lack even a degree certificate. To accommodate them, a separate category &ndash; Skilled Technical Workforce (STW) &ndash; had to be created.
The situation has deteriorated to the point where companies are ready to employ Americans without formal qualifications, investing both time and money to train them. Even so, the shortfall of qualified workers remains America&rsquo;s biggest economic handicap.
In 2000, foreign workers made up just 16% of the US STEM workforce. By 2019, the figure had climbed to 25%. This surge alarms the Trump administration, which fears not only job displacement but also demographic changes that could make foreign-born populations a powerful minority. Such anxieties drive the White House further into a protectionist shell.
Yet the root cause lies in the US education system. For decades, American families have shown limited interest in STEM education, leaving universities struggling with shortages of both students and qualified faculty. Only recently has the younger generation begun turning back towards science and technology. But repairing this cycle will take time.
Trump should have invested in strengthening education and fostering interest in STEM among native Americans. Instead, he has chosen the blunt instrument of raising visa fees &ndash; a decision that may satisfy short-term politics but will harm long-term national interest. For India, the impact is sharp but manageable. For the United States, it may be crippling.
Ultimately, this policy risks turning into a classic case of America &ldquo;cutting off its nose to spite its face&rdquo;.
