In her first address to the 18th Lok Sabha, President Droupadi Murmu commended the Narendra Modi government, highlighting that the people have entrusted it with their faith for a third term. She also praised the Election Commission for successfully conducting the Lok Sabha elections.President Murmu noted that the 18th Lok Sabha, formed during the early phase of Amrit Kaal, coincides with the 56th year of the adoption of the Constitution. She described the current government as 'historic'. Looking ahead, she mentioned that the upcoming sessions would see the government presenting its first budget of this term. She emphasized that the budget would be an effective document outlining the government's far-reaching policies and futuristic vision, featuring significant economic and social decisions alongside historic steps.
Highlighting India's role on the global stage, President Murmu stated, "As a 'Vishwa Bandhu', India has taken initiative to solve many global problems. Today, India is known not for increasing the world's challenges but for providing solutions." She cited India's contributions to nutrition and sustainable agriculture as examples of the nation's problem-solving approach.
Addressing regional issues, President Murmu mentioned the government's efforts to ensure peace and stability in the Northeast. Over the past decade, many longstanding conflicts have been resolved and numerous agreements reached. The government is working to repeal the Armed Forces Special Powers Act (AFSPA) in a phased manner through development. She also highlighted the enhancement of connectivity and development in various sectors, including education, health, tourism, and employment in the Northeast. She pointed out the establishment of a semiconductor plant in Assam, costing Rs 27,000 crore, which positions the Northeast as a hub for 'Made in India' chips.
On defense, President Murmu underscored the need for modernity and continuous reforms to ensure that India's Armed Forces are well-prepared for any conflict. She commended the government's efforts to make the Armed Forces self-reliant, which drew slogans of "Agniveer" in the House.
President Murmu also announced that from July 1, the Bharatiya Nyay Samhita would come into effect, prioritizing justice over punishment and enhancing the efficiency of the judicial process. She mentioned the Citizenship Amendment Act (CAA), noting that the government had begun granting citizenship to asylum-seekers, allowing many to live with dignity.
Addressing issues of integrity in examinations, President Murmu spoke about the high-level probe into 'paper leak' cases and the strict laws against unfair means in examinations. Members chanted &ldquo;NEET&rdquo; as she addressed the issue, calling for a bipartisan approach to find a solution.
She emphasized the importance of a smoothly functioning Parliament for healthy debate, which in turn fosters public trust in the administration. She urged members to remember that building a developed India (Viksit Bharat) is the collective aspiration and resolve of every citizen, and it is the responsibility of all to avoid creating obstacles in achieving this goal.
Reflecting on the Emergency imposed in 1975, President Murmu recalled the chaos it caused but noted the nation's triumph against unconstitutional powers. She reiterated the importance of maintaining trust in democratic institutions and the electoral process, warning against undermining the credibility of democracy.
President Murmu reflected on past challenges to the electoral process, stating, "We all remember those times when ballot papers were snatched and looted. To ensure the sanctity of the electoral process, it was decided to use EVMs." She emphasized the reliability of electronic voting machines, adding, "The EVM has passed every test, from the Supreme Court to the people&rsquo;s court, in the last few decades."
President Murmu addressed the challenges posed by the communication revolution, stating, "In this era of communication revolution, disruptive forces are conspiring to weaken democracy and create fissures in society. These forces are present within the country and are also operating from outside the country. These forces resort to rumour mongering, misleading the people, and spreading misinformation."
She stressed the urgency of addressing this issue, saying, "This situation cannot be allowed to continue unchecked. Today, technology is advancing every day. In such a situation, its misuse against humanity can be extremely harmful."

પરીક્ષાઓમાં અખંડિતતાના મુદ્દાઓને સંબોધતા, રાષ્ટ્રપતિ મુર્મુએ 'પેપર લીક' કેસોની ઉચ્ચ સ્તરીય તપાસ અને પરીક્ષાઓમાં અન્યાયી માધ્યમો સામે કડક કાયદા વિશે વાત કરી. સભ્યોએ "NEET" નો નારા લગાવ્યા કારણ કે તેણીએ આ મુદ્દાને સંબોધિત કર્યો, ઉકેલ શોધવા માટે દ્વિપક્ષીય અભિગમની હાકલ કરી.
તેણીએ સ્વસ્થ ચર્ચા માટે સરળ રીતે કાર્યરત સંસદના મહત્વ પર ભાર મૂક્યો હતો, જે બદલામાં વહીવટમાં લોકોનો વિશ્વાસ વધારે છે. તેણીએ સભ્યોને યાદ રાખવા વિનંતી કરી કે વિકસિત ભારત (વિકસીત ભારત)નું નિર્માણ એ દરેક નાગરિકની સામૂહિક આકાંક્ષા અને સંકલ્પ છે, અને આ ધ્યેય હાંસલ કરવામાં અવરોધો ઉભી કરવાથી બચવું એ દરેકની જવાબદારી છે.
1975માં લાદવામાં આવેલી કટોકટી પર પ્રતિબિંબિત કરતા, પ્રમુખ મુર્મુએ તેના કારણે સર્જાયેલી અરાજકતાને યાદ કરી પરંતુ ગેરબંધારણીય સત્તાઓ સામે રાષ્ટ્રની જીતની નોંધ લીધી. તેણીએ લોકશાહી સંસ્થાઓ અને ચૂંટણી પ્રક્રિયામાં વિશ્વાસ જાળવવાના મહત્વનો પુનરોચ્ચાર કર્યો, લોકશાહીની વિશ્વસનીયતાને નબળી પાડવા સામે ચેતવણી આપી.
રાષ્ટ્રપતિ મુર્મુએ ચૂંટણી પ્રક્રિયાના ભૂતકાળના પડકારો પર પ્રતિબિંબિત કરતા કહ્યું, "આપણે બધાને તે સમય યાદ છે જ્યારે બેલેટ પેપર છીનવાઈ ગયા હતા અને લૂંટાઈ ગયા હતા. ચૂંટણી પ્રક્રિયાની પવિત્રતા સુનિશ્ચિત કરવા માટે, ઈવીએમનો ઉપયોગ કરવાનો નિર્ણય લેવામાં આવ્યો હતો." તેણીએ ઈલેક્ટ્રોનિક વોટિંગ મશીનોની વિશ્વસનીયતા પર ભાર મૂકતા ઉમેર્યું હતું કે, "છેલ્લા કેટલાક દાયકાઓમાં ઈવીએમએ સુપ્રીમ કોર્ટથી લઈને લોકોની કોર્ટ સુધીની દરેક કસોટી પાર કરી છે."
રાષ્ટ્રપતિ મુર્મુએ સંદેશાવ્યવહાર ક્રાંતિ દ્વારા ઊભા થયેલા પડકારોને સંબોધતા જણાવ્યું હતું કે, "સંચાર ક્રાંતિના આ યુગમાં, વિક્ષેપકારી શક્તિઓ લોકશાહીને નબળી પાડવા અને સમાજમાં તિરાડ ઊભી કરવાનું કાવતરું કરી રહી છે. આ દળો દેશની અંદર હાજર છે અને દેશની બહારથી પણ કાર્યરત છે. આ દળો અફવા ફેલાવવા, લોકોને ગેરમાર્ગે દોરવા અને ખોટી માહિતી ફેલાવવાનો આશરો લે છે."
તેણીએ આ મુદ્દાને સંબોધવાની તાકીદ પર ભાર મૂકતા કહ્યું, "આ સ્થિતિને અનચેક કર્યા વિના ચાલુ રાખવાની મંજૂરી આપી શકાતી નથી. આજે ટેક્નોલોજી દરરોજ આગળ વધી રહી છે. આવી સ્થિતિમાં માનવતા સામે તેનો દુરુપયોગ અત્યંત નુકસાનકારક હોઈ શકે છે."

રાષ્ટ્રપતિ દ્રૌપદી મુર્મુએ સંસદના બંને ગૃહોના સંયુક્ત સત્રને સંબોધિત કરતા કહ્યું, "વિકસિત ભારતનું નિર્માણ ત્યારે જ શક્ય છે જ્યારે દેશના ગરીબ, યુવાનો, મહિલાઓ અને ખેડૂતો સશક્ત બને.

राष्ट्रपति मुर्मू ने कहा कि अमृत काल के शुरुआती चरण के दौरान गठित 18वीं लोकसभा संविधान को अपनाने के 56वें वर्ष के साथ मेल खाती है। उन्होंने मौजूदा सरकार को 'ऐतिहासिक' बताया। भविष्य की ओर देखते हुए, उन्होंने उल्लेख किया कि आगामी सत्रों में सरकार इस कार्यकाल का अपना पहला बजट पेश करेगी। उन्होंने इस बात पर जोर दिया कि बजट सरकार की दूरगामी नीतियों और भविष्य के दृष्टिकोण को रेखांकित करने वाला एक प्रभावी दस्तावेज होगा, जिसमें ऐतिहासिक कदमों के साथ-साथ महत्वपूर्ण आर्थिक और सामाजिक निर्णय भी शामिल होंगे।
वैश्विक मंच पर भारत की भूमिका पर प्रकाश डालते हुए राष्ट्रपति मुर्मू ने कहा, "एक 'विश्व बंधु' के रूप में भारत ने कई वैश्विक समस्याओं को हल करने की पहल की है। आज भारत दुनिया की चुनौतियों को बढ़ाने के लिए नहीं बल्कि समाधान प्रदान करने के लिए जाना जाता है।" उन्होंने पोषण और टिकाऊ कृषि में भारत के योगदान को राष्ट्र के समस्या-समाधान दृष्टिकोण के उदाहरण के रूप में उद्धृत किया।
क्षेत्रीय मुद्दों पर बोलते हुए राष्ट्रपति मुर्मू ने पूर्वोत्तर में शांति और स्थिरता सुनिश्चित करने के लिए सरकार के प्रयासों का उल्लेख किया। पिछले एक दशक में, कई लंबे समय से चले आ रहे संघर्षों का समाधान किया गया है और कई समझौते हुए हैं। सरकार विकास के माध्यम से चरणबद्ध तरीके से सशस्त्र बल विशेषाधिकार अधिनियम (AFSPA) को निरस्त करने के लिए काम कर रही है। उन्होंने पूर्वोत्तर में शिक्षा, स्वास्थ्य, पर्यटन और रोजगार सहित विभिन्न क्षेत्रों में कनेक्टिविटी और विकास को बढ़ाने पर भी प्रकाश डाला। उन्होंने असम में 27,000 करोड़ रुपये की लागत से एक सेमीकंडक्टर प्लांट की स्थापना की ओर इशारा किया, जो पूर्वोत्तर को 'मेड इन इंडिया' चिप्स के केंद्र के रूप में स्थापित करता है।
रक्षा के मुद्दे पर राष्ट्रपति मुर्मू ने आधुनिकता और निरंतर सुधारों की आवश्यकता पर जोर दिया ताकि यह सुनिश्चित किया जा सके कि भारत के सशस्त्र बल किसी भी संघर्ष के लिए अच्छी तरह से तैयार हों। उन्होंने सशस्त्र बलों को आत्मनिर्भर बनाने के लिए सरकार के प्रयासों की सराहना की, जिस पर सदन में "अग्निवीर" के नारे लगे।
राष्ट्रपति मुर्मू ने यह भी घोषणा की कि 1 जुलाई से भारतीय न्याय संहिता लागू हो जाएगी, जिसमें दंड के बजाय न्याय को प्राथमिकता दी जाएगी और न्यायिक प्रक्रिया की दक्षता बढ़ाई जाएगी। उन्होंने नागरिकता संशोधन अधिनियम (सीएए) का उल्लेख करते हुए कहा कि सरकार ने शरणार्थियों को नागरिकता देना शुरू कर दिया है, जिससे कई लोग सम्मान के साथ रह सकेंगे।
परीक्षाओं में ईमानदारी के मुद्दे पर बोलते हुए अध्यक्ष मुर्मू ने 'पेपर लीक' मामलों की उच्च स्तरीय जांच और परीक्षाओं में अनुचित साधनों के खिलाफ सख्त कानूनों के बारे में बात की। जब उन्होंने इस मुद्दे पर बात की तो सदस्यों ने "नीट" का नारा लगाया और समाधान खोजने के लिए द्विदलीय दृष्टिकोण अपनाने का आह्वान किया।
उन्होंने स्वस्थ बहस के लिए संसद के सुचारू रूप से चलने के महत्व पर जोर दिया, जिससे प्रशासन में जनता का विश्वास बढ़ता है। उन्होंने सदस्यों से यह याद रखने का आग्रह किया कि विकसित भारत (विकसित भारत) का निर्माण प्रत्येक नागरिक की सामूहिक आकांक्षा और संकल्प है, और इस लक्ष्य को प्राप्त करने में बाधा उत्पन्न करने से बचना सभी की जिम्मेदारी है।
1975 में लगाए गए आपातकाल पर विचार करते हुए राष्ट्रपति मुर्मू ने उस अराजकता को याद किया जो इसके कारण हुई थी, लेकिन उन्होंने असंवैधानिक शक्तियों के खिलाफ राष्ट्र की जीत का भी उल्लेख किया। उन्होंने लोकतांत्रिक संस्थाओं और चुनावी प्रक्रिया में विश्वास बनाए रखने के महत्व को दोहराया और लोकतंत्र की विश्वसनीयता को कम करने के खिलाफ चेतावनी दी।
राष्ट्रपति मुर्मू ने चुनावी प्रक्रिया के सामने आने वाली चुनौतियों पर बात करते हुए कहा, "हम सभी को वह समय याद है जब मतपत्र छीन लिए गए थे और लूट लिए गए थे। चुनावी प्रक्रिया की पवित्रता सुनिश्चित करने के लिए ईवीएम का उपयोग करने का निर्णय लिया गया।" उन्होंने इलेक्ट्रॉनिक वोटिंग मशीनों की विश्वसनीयता पर जोर देते हुए कहा, "पिछले कुछ दशकों में ईवीएम ने सुप्रीम कोर्ट से लेकर जनता की अदालत तक हर परीक्षण पास कर लिया है।"
राष्ट्रपति मुर्मू ने संचार क्रांति से उत्पन्न चुनौतियों का जिक्र करते हुए कहा, "संचार क्रांति के इस युग में विघटनकारी ताकतें लोकतंत्र को कमजोर करने और समाज में दरार पैदा करने की साजिश कर रही हैं। ये ताकतें देश के भीतर भी मौजूद हैं और देश के बाहर से भी अपनी गतिविधियां चला रही हैं। ये ताकतें अफवाह फैलाने, लोगों को गुमराह करने और गलत सूचना फैलाने का सहारा लेती हैं।"
उन्होंने इस मुद्दे के समाधान की तत्काल आवश्यकता पर बल देते हुए कहा, "इस स्थिति को अनियंत्रित रूप से जारी रहने की अनुमति नहीं दी जा सकती। आज, प्रौद्योगिकी हर दिन आगे बढ़ रही है। ऐसी स्थिति में मानवता के खिलाफ इसका दुरुपयोग अत्यंत हानिकारक हो सकता है।"

राष्ट्रपति द्रौपदी मुर्मू ने संसद के दोनों सदनों के संयुक्त सत्र को संबोधित करते हुए कहा, "विकसित भारत का निर्माण तभी संभव है जब देश के गरीब, युवा, महिलाएं और किसान सशक्त होंगे।
