The Narendra Modi government on Wednesday approved former President Ram Nath Kovind-led panel report on 'One Nation, One Election', and a bill to this effect (for holding simultaneous polls) is likely to be introduced in the upcoming Winter session of Parliament. The development comes after the high-level panel led by Ram Nath Kovind placed the report before the Union Cabinet.
The 'One Nation, One Election' proposes to synchronise the Parliamentary and Assembly elections. The clearance of 'One Nation, One Election' was also reportedly under the 100-day agenda of the Modi government.
Time and again Prime Minister Modi has underlined the need and importance of clubbing the elections under one schedule while highlighting how the country "pays a price" for remaining in election season throughout the year.
Commenting on the Union Cabinet decision, Congress President Mallikarjun Kharge said, "When elections come, they do not find any issue, so they come up with such things which the people of the country are not going to accept"
The high-level committee headed by Ram Nath Kovind submitted the report in March this year and recommended the preparation of common electoral roll and voter ID cards by the Election Commission (ECI), in consultation with state election authorities.
"Simultaneous polls will help save resources, remove the impediments and help realise the aspirations of "India, that is Bharat", the panel had said.
The Opposition, however, remains unimpressed with the idea of 'one nation, one election'. Many opposition parties including Congress, AAP and others have voiced their displeasure and discontent against such electoral practice and accused the BJP of forcing a presidential form of governance in the country by doing away with the existing one.
Notably, the idea of 'one nation, one election&rsquo; was first proposed in the 1980s.
Previously, the simultaneous elections for Lok Sabha and state assemblies were held in 1951-52, 1957, 1962 and 1967. However, the cycle was disrupted due to the premature dissolution of some Assemblies.

નવી દિલ્હી: કેન્દ્રીય કેબિનેટે બુધવારે 'વન નેશન-વન ઇલેક્શન'ના પ્રસ્તાવને મંજૂરી આપી દીધી છે. સૂત્રોના જણાવ્યા અનુસાર કેન્દ્રીય કેબિનેટે રામનાથ કોવિંદની અધ્યક્ષતાવાળી સમિતિના અહેવાલને મંજૂરી આપી દીધી છે.
કહેવામાં આવી રહ્યું છે કે રામનાથ કોવિંદની આગેવાની હેઠળની કમિટીએ 'વન નેશન-વન ઈલેક્શન'ને લઈને પોતાનો રિપોર્ટ કેન્દ્ર સરકારને સોંપી દીધો છે. એવું સૂચન કરવામાં આવ્યું છે કે દેશમાં લોકસભા અને રાજ્ય વિધાનસભાની ચૂંટણીઓ એકસાથે યોજવી જોઈએ. આ ઉપરાંત, સમિતિએ ભલામણ કરી છે કે લોકસભા અને રાજ્ય વિધાનસભાની ચૂંટણીઓ પૂર્ણ થયા પછી નાગરિક ચૂંટણીઓ પણ ટૂંક સમયમાં યોજવી જોઈએ.
વડાપ્રધાન નરેન્દ્ર મોદીની આગેવાની હેઠળની નેશનલ ડેમોક્રેટિક એલાયન્સ સરકાર તેના વર્તમાન કાર્યકાળ દરમિયાન પ્રથમ વખત 'વન નેશન વન ઈલેક્શન' નીતિ લાગુ કરવાની તૈયારી કરી રહી છે. ચર્ચા છે કે કેન્દ્ર સરકાર ટૂંક સમયમાં આને લગતું બિલ લાવી શકે છે.
નોંધનીય છે કે મોદી સરકારે પોતાના બીજા કાર્યકાળ દરમિયાન 'વન નેશન વન ઇલેક્શન' પર એક સમિતિની રચના કરી હતી, પૂર્વ રાષ્ટ્રપતિ રામનાથ કોવિંદને આ સમિતિના અધ્યક્ષ બનાવવામાં આવ્યા હતા. આ ઉપરાંત આ કમિટીમાં બીજા ઘણા સભ્યોનો પણ સમાવેશ કરવામાં આવ્યો છે.
વડાપ્રધાન નરેન્દ્ર મોદીએ ગયા મહિને સ્વતંત્રતા દિવસના અવસર પર લાલ કિલ્લા પરથી દેશવાસીઓને સંબોધિત કરતી વખતે 'એક રાષ્ટ્ર એક ચૂંટણી'નો ઉલ્લેખ કર્યો હતો.
પીએમ મોદીએ કહ્યું હતું કે, "દેશે એક રાષ્ટ્ર એક ચૂંટણી માટે આગળ આવવું પડશે. વારંવારની ચૂંટણીઓ આ દેશની પ્રગતિમાં અવરોધ ઉભી કરે છે. આજે કોઈપણ યોજનાને ચૂંટણી સાથે જોડવી સરળ બની ગઈ છે, કારણ કે ચૂંટણી દર ત્રણ કે છ મહિને યોજાય છે. દરેક કામને ચૂંટણીનો રંગ આપવામાં આવ્યો છે તેથી દેશે વ્યાપક ચર્ચા કરી છે.
તેમણે વધુમાં કહ્યું હતું કે, "તમામ રાજકીય પક્ષોએ પોતપોતાના મંતવ્યો વ્યક્ત કર્યા છે. હું દેશના રાજકીય પક્ષોને લાલ કિલ્લા પરથી ત્રિરંગાને સાક્ષી તરીકે રાખવા વિનંતી કરું છું. હું બંધારણને સમજનારા લોકોને વિનંતી કરું છું કે ભારતની પ્રગતિ માટે, અમે 'એક રાષ્ટ્ર એક ચૂંટણી' માટે આગળ આવવું જોઈએ જેથી કરીને ભારતના સંસાધનોનો સામાન્ય લોકો માટે મહત્તમ ઉપયોગ કરી શકાય.

नई दिल्ली: केंद्रीय कैबिनेट ने बुधवार को 'एक राष्ट्र-एक चुनाव' के प्रस्ताव को मंजूरी दे दी. सूत्रों के मुताबिक, केंद्रीय कैबिनेट ने रामनाथ कोविंद की अध्यक्षता वाली समिति की रिपोर्ट को मंजूरी दे दी है. बताया जा रहा है कि रामनाथ कोविंद की अध्यक्षता वाली समिति ने 'वन नेशन-वन इलेक्शन' को लेकर केंद्र सरकार को अपनी रिपोर्ट सौंप दी है. सुझाव दिया गया है कि देश में लोकसभा और विधानसभा चुनाव एक साथ कराए जाएं. इसके अलावा समिति ने सिफारिश की है कि लोकसभा और विधानसभा चुनाव खत्म होने के तुरंत बाद निकाय चुनाव भी कराए जाएं. प्रधानमंत्री नरेंद्र मोदी के नेतृत्व वाली राष्ट्रीय जनतांत्रिक गठबंधन सरकार अपने मौजूदा कार्यकाल के दौरान पहली बार 'एक राष्ट्र एक चुनाव' नीति लागू करने की तैयारी कर रही है। चर्चा है कि केंद्र सरकार जल्द ही इससे जुड़ा बिल ला सकती है. गौरतलब है कि मोदी सरकार ने अपने दूसरे कार्यकाल के दौरान 'वन नेशन वन इलेक्शन' पर एक समिति बनाई थी, इस समिति का अध्यक्ष पूर्व राष्ट्रपति रामनाथ कोविंद को बनाया गया था. इसके अलावा इस कमेटी में कई अन्य सदस्यों को भी शामिल किया गया है. प्रधानमंत्री नरेंद्र मोदी ने पिछले महीने स्वतंत्रता दिवस के मौके पर लाल किले से देशवासियों को संबोधित करते हुए 'एक देश एक चुनाव' का जिक्र किया था. पीएम मोदी ने कहा, ''देश को एक राष्ट्र एक चुनाव के लिए आगे आना होगा. बार-बार होने वाले चुनाव इस देश की प्रगति में बाधा डालते हैं. आज किसी भी योजना को चुनाव से जोड़ना आसान हो गया है, क्योंकि हर तीन या छह महीने में चुनाव होते हैं. हर काम इसे चुनावी रंग दे दिया गया है इसलिए देश में व्यापक बहस छिड़ गई है। उन्होंने आगे कहा, "सभी राजनीतिक दलों ने अपने विचार व्यक्त किए हैं. मैं देश के राजनीतिक दलों से अनुरोध करता हूं कि वे लाल किले से निकले तिरंगे को साक्षी मानकर चलें. संविधान को समझने वाले लोगों से मेरा अनुरोध है कि भारत की प्रगति के लिए हम 'वन नेशन वन इलेक्शन' को आगे आना चाहिए ताकि भारत के संसाधनों का अधिकतम उपयोग आम लोगों के लिए किया जा सके। --आईएएनएस
