New Delhi: Finally, after almost six months, the Supreme Court has granted conditional bail to Delhi Chief Minister Arvind Kejriwal in the Liquor policy case. There was a split between two judges over the arrest by CBI. Justice Surya Kant justified Kejriwal&rsquo;s arrest, whereas justice Ujjal Bhuyan felt Delhi CM&rsquo;s arrest was unjustified. &nbsp; &nbsp;The regular bail is conditional, like Chief Minister Kejriwal can't visit the state Secretariat, he cannot take decisions and he cannot sign any file, for all this he will need consent of Lieutenant Governor V K Saxena. &nbsp; Two judges not only differed on arrest issue, but justice Kant observed, &ldquo;There is no restriction in arresting a person who is already in the custody (Kejriwal was ED&rsquo;s custody weeks before CBI arrested him) disagreeing with brother judge, Justice Bhuyan noted, &ldquo;Agency became active only after trial court granted bail to Kejriwal in ED&rsquo;s case.&rdquo;&nbsp; &nbsp; But, both agreed, &ldquo;There is possibility of trial being concluded in near future and bail should be granted in the line of other persons in the case who are already on bail. Judge reminded the prosecution, &ldquo;Bail is the rule and Jail is exceptional.&rdquo;&nbsp; &nbsp; The Enforcement Directorate and Central Bureau of Investigation&rsquo;s case is that Kejriwal and other cabinet members of the Delhi government received kickbacks of Rs 110 crore. &nbsp; EOM
