Elon Musk&rsquo;s Starlink will store all Indian user data within the country, as mandated under its Unified License (UL), the government told the Rajya Sabha on Thursday.
The Department of Telecommunications (DoT) has granted Starlink Satellite Communications Pvt Ltd a UL after the company accepted stringent security terms. These include setting up earth station gateways within India and ensuring that no user data is mirrored, decrypted, or routed through servers located outside the country.
Minister of State for Communications and Rural Development, Dr Pemmasani Chandra Sekhar, confirmed that Indian user traffic must remain on domestic infrastructure.
&ldquo;Starlink must ensure no user traffic originating in India is handled by gateways abroad,&rdquo; the minister said, adding that this aligns with India&rsquo;s strict data localisation norms.
Starlink received its Unified License in June and was approved by the Indian National Space Promotion and Authorisation Centre (IN-SPACe) in July for a five-year term. The satellite internet provider must now acquire spectrum and set up ground infrastructure before launching services.
The government also said Starlink&rsquo;s rollout will support employment and telecom infrastructure in the country, especially in remote areas.
The DoT is set to provide trial spectrum soon for Starlink to complete mandatory security demonstrations.
This marks a significant step in India&rsquo;s effort to regulate foreign satellite internet providers while promoting rural connectivity.
