The United Nations General Assembly has once again pushed back discussions on Security Council reforms, rolling them over to the next session for the 17th consecutive year. The delay comes after member states failed to agree on a negotiating framework for expanding permanent and non-permanent membership.
Speaking for the G4 nations: India, Brazil, Germany, and Japan; Japanese envoy Iriya Takayuki warned that the continued impasse undermines faith in the UN itself. &ldquo;The continued failure in Security Council reform is an issue that goes well beyond the Council itself,&rdquo; he said.
He stressed that in today&rsquo;s uncertain global order, reforms are not just overdue but vital to maintain peace. &ldquo;Reform of the Council is needed not only to strengthen the UN as a whole, but also to maintain the entire international order,&rdquo; Takayuki added.
The G4 bloc has long advocated for an expansion of permanent seats, mutually supporting each other&rsquo;s claims. However, resistance from the Uniting for Consensus (UfC) group, led by Italy and backed by Pakistan, has consistently stalled text-based negotiations.
General Assembly President Philomen Yang&rsquo;s spokesperson, Sharon Birch, insisted the process has gained momentum. She cited the &ldquo;Pact of the Future&rdquo; adopted last year as a foundation for eventual change, saying member states are now &ldquo;more engaged than ever in the discussions.&rdquo;
Despite this optimism, the Security Council remains locked in a structure shaped by post-World War II power dynamics, with five permanent members; the US, UK, France, Russia, and China that are holding sway. The last reform was in 1968, when non-permanent members were increased to ten, while permanent membership remained untouched.
With UN membership now at 193, calls for reform continue to grow louder but progress remains elusive.
