The Gujarat Pradesh Congress Committee (GPCC) has accused the BJP-led state government and Gujarat University of diverting public resources worth hundreds of crores to private entities linked to political allies.
At a press briefing in Ahmedabad, GPCC spokesperson Dr. Manish Doshi condemned the state&rsquo;s &ldquo;Brown Field Scheme,&rdquo; initially launched to encourage new medical colleges, calling it a carefully orchestrated scam. He alleged that government land, fully equipped hospitals built with taxpayers&rsquo; money, and treasury funds totaling around Rs 110 crore over five years are being handed over to private medical institutions. According to him, these transfers include 20 acres of prime land, functioning civil hospitals, and annual financial packages worth Rs 11.25 crore per college, amounting to Rs 60 crore over five years public assets effectively handed over under the guise of policy.
Dr. Doshi also highlighted irregularities under both the Brown Field and Green Field schemes related to increasing medical seats. He referred to a recent CBI complaint exposing malpractice in seat allocations and naming 35 accused, including Bhaktavatsal Swami of Vishva Mangal Gurukul, which operates a medical college in Kalol and is now seeking approval to establish new colleges in Mahisagar and Kheda districts. Despite the ongoing investigation, the government appears eager to approve more colleges linked to the same operators, which Doshi described as a &ldquo;donations-for-business&rdquo; scheme. He demanded an independent inquiry to verify if the Health Minister and Chief Minister are sanctioning these deals, warning that such actions amount to a betrayal of Gujarat&rsquo;s citizens.
In a separate session, GPCC Executive President Dr. Indravijaysinh Gohil criticized Gujarat University for transferring 10,000 square yards of prime Ahmedabad land, valued at Rs 500 crore, to the Dronacharya Rifle Club. The club is reportedly managed by a university syndicate member, Ashish Amin. Dr. Gohil accused the university of altering tender terms to favor the club, shifting the financial burden of constructing a sports complex and maintaining facilities including luxury amenities, housekeeping, and security onto the university&rsquo;s funds instead of the club&rsquo;s. He noted that the club&rsquo;s exorbitant membership fees, which once appeared on the university&rsquo;s website, were removed following scrutiny.
Dr. Gohil condemned the move as gifting valuable university land to an elite club at the expense of students and public interest. He pointed out that concerns raised against the "Common Act," which reduced democratic controls and allowed such misuse of university assets, have now been proven true. In response, he announced plans for a &ldquo;Save Gujarat University&rdquo; campaign, urging former and current university members, faculty, and students to join efforts to protect the institution&rsquo;s resources.
Efforts to reach Gujarat University Vice-Chancellor Dr. Neerja Gupta for comment were unsuccessful at the time of publication.
