The three-day Monsoon Session of the Gujarat Legislative Assembly, beginning on September 8, is expected to open amid sharp criticism from opposition parties, who accuse the Bharatiya Janata Party (BJP)-led government of deliberately curtailing the sitting to avoid facing tough questions on a host of unresolved issues.
Speaker Shankar Chaudhary confirmed on Friday that Governor Acharya Devvrat has summoned the seventh session of the 15th Legislative Assembly. MLAs can submit notices for starred questions between August 8-20, while a meeting of the Business Advisory Committee will be held on September 6 to finalise the agenda.&nbsp;
The session will take up government business, including the Goods and Services Tax (Amendment) Bill and the Factory Act (Amendment) Bill, and could also see the introduction of the Uniform Civil Code (UCC) Bill, following the submission of a draft report by the UCC Committee chaired by retired Supreme Court judge Justice Ranjana Desai.
However, the opposition has criticised the schedule as inadequate. Leader of the Congress Legislative Party, Dr Tushar Chaudhary, said his party would demand that the session be extended to at least a week. &ldquo;Many crucial discussions will be left pending. MLAs do not have sufficient time to debate. Government is clever and that is why they are keeping the session for three days,&rdquo; he told Benefit News.
Dr Chaudhary said Congress would focus on the state&rsquo;s crumbling infrastructure, particularly roads and bridges damaged by recent heavy rains. &ldquo;In Vadodara, we saw the collapse of the Gambhira bridge leading to loss of lives. There are nearly 50 bridges that are about to collapse at any time. There is no action in regards to that. No proper investigation has been done. Whether it is national highways or state highways, all roads are in a poor state and people are suffering,&rdquo; he said.
He also accused the government of failing farmers, alleging shortages of essential fertilisers such as urea, and pledged to press for the resignation of BJP minister Bachu Khabad over alleged links to a multi-crore MGNREGA scam. &ldquo;It is because of the government&rsquo;s inquiry, Khabad&rsquo;s sons were arrested. So why not sack the minister as well?&rdquo; he asked.
The Aam Aadmi Party (AAP) has also lined up a series of issues to raise during the session. Jamjodhpur MLA Hemant Khava said the death of a farmer linked to Sabar Dairy would be a key focus, along with complaints that bonuses were not paid to farmers and that input costs have surged.&nbsp;
&ldquo;We will also demand a proper investigation and action on officials responsible for the poor state of bridges and roads. In my own constituency, a bridge collapsed last year. Fortunately, no one died. Government should conduct surveys and audits, but they are not doing so,&rdquo; he told Benefit News.&nbsp;
Khava added that AAP would raise the ongoing protests by qualified TET-TAT candidates demanding timely recruitment, and revive his call for a ban on online gambling. &ldquo;Many youngsters commit suicide after losing lots of money. I presented a bill in the last session, taking Tamil Nadu&rsquo;s example, but the government did not accept it,&rdquo; he said.
With both Congress and AAP pledging to challenge the government over infrastructure failures, farmer distress, recruitment delays, corruption allegations and social issues, the Monsoon Session is likely to see intense confrontations.
